We are aiming for a release around the official Oracle release for JDK25 mid September.
Our runtime code changes will be committed in the next few days. I think it is safe the push a new plugin (gradle and Maven) when possible. At worse, backend will not accept the deployment until it is ready in the Cloud CLI GAE Java component.
