Guide issue creation toward product & language labeling on creation

Applying product and language labels is great for later lookup, but seems like a manual triage overhead. How can this be minimized?

Currently considering using GitHub Issue Forms, coupled with GitHub Workflows to process the semi-structured text of submitted issues to add the necessary labels.
