chore(eyrie): bump submodule to 9eec42b — silence 'failed to lookup secret' WARN

Pick up the eyrie credentials fix that makes HasSecret silent and
demotes 'ErrNotFound' in LookupSecret from WARN to Debug. Hawk's
startup probes the full provider catalog (LoadAPIKeysFromStore +
EnvKeyStatus + provider registry) and was generating 30+ WARN lines
on every run with no credentials stored. With this update those
probes are silent; real backend errors (locked keychain, permission
denied) still log at Warn.
