Expected Behavior

If we change metadata like the title or description of a fleet, that should not trigger a fleet-wide reconfiguration.

Current Behavior

Changing a single character in the description, purely a UI attribute, causes all collectors to reconfigure themselves, which is unnecessary.

Possible Solution

Steps to Reproduce (for bugs)

1. Change the description of a fleet and save it
2. Observe reconfig events coming in.
