Description
Adds styled container components to the index set retention configuration section and data tiering configuration to improve spacing consistency.

Motivation and Context
Minor visual cleanup surfaced while working on related archiving configuration UI.
How can this be tested?
Open an index set with data tiering / warm tier configuration enabled. Verify the retention configuration segments look correct with proper spacing.
