Region name keys like us-ashburn-1 are specified here but not in the pdf with PUE data

Notes in the PUE pdf: the tCO2e/$USD figure is novel, not sure what to do with it:
All data above calculated using Calendar Year, January to December data. Oracle Cloud is comprised of a portfolio of facilities within each metro, some sites do not have all certifications. PUE is based on 12 month rolling data as reported by approximately 88% of sites on a weighted average basis. tCO2e/$USD = emissions intensity based on spend in USD (Oracle Scope 1 and Scope 2 emissions divided by revenue).

In the Feb 25 meeting we discussed the data and requested Electricitymaps to look at the OCI regions to add to the dataset

Merged the data from the two sources - one with sustainability data and the other with region names, and they don't match. Both data sets have missing regions. Need to contact someone at Oracle Cloud to clear this up.

Oracle has published a newer Clean Cloud OCI Data Sheet — Fiscal Year 2025 Results (Dec 2025, Version 1), which supersedes the CY2023 data noted above. It gives, per region, renewable-electricity coverage % and tCO₂e/$USD for both FY2024 and FY2025.

I've opened #163 adding OCI as a provider from this data sheet:

• 40 commercial regions × (FY24→2024, FY25→2025) = 78 rows.
• provider-cfe-annual = renewable-electricity %; provider-carbon-intensity-market-annual = 0 for the 43 region-years at 100% renewable.
• Region keys mapped via Oracle's official regions list (e.g. IAD → us-ashburn-1) — the FY2025 sheet includes the 3-letter keys directly, which resolves the earlier name/key mismatch for commercial regions.

Left blank in #163 for merging here:

• Electricity Maps columns (em-zone-id, wt-region-id, grid carbon intensity) — the EM data @lav-julien added to the sheet should be merged in.
• PUE — not in this data sheet; it's in the separate (older) Oracle PUE report.

Still needs manual region-key confirmation (not in #163): US Gov / US DoD regions, and newer commercial regions US South (Dallas) and US West (Salt Lake City) that weren't in the official regions-list snapshot.

Note: RE coverage regressed in some regions between FY24 and FY25 (e.g. Frankfurt 100%→84%, Serbia 100%→40%, S. Korea North 100%→1%) while others improved (Osaka 0%→51%, Melbourne 0%→49%). The tCO₂e/$USD emissions-intensity metric still has no home in the schema.

Update: I merged the assembled OCI working data (the Electricity Maps grid mapping + CY2023 RE%/PUE) with the newer FY2025 data sheet, so #163 is now much more complete:

• 118 rows across 40 commercial regions for 2023 / 2024 / 2025.
• 2023 rows carry the full metadata (em-zone-id, wt-region-id, cfe-region, geolocation, grid carbon intensity) plus CY2023 PUE and RE%.
• 2024 / 2025 rows carry FY2024 / FY2025 RE% (100% → market carbon 0), with metadata + grid carried forward.
• provider-cfe-annual populated on 117/118 rows; grid carbon on 112/118; PUE on the 35 2023 regions that disclose it.

Still open: US Gov / US DoD and the Canberra dedicated region have PUE/RE% in Oracle's data but no Electricity Maps grid zone assigned yet, so they're excluded from #163 for now. The tCO₂e/$USD metric still has no schema home.
