Summary

Adds Oracle Cloud Infrastructure as a new provider — 139 additive rows across 47 OCI regions (40 commercial + 7 US/UK gov/DoD) for 2023, 2024 and 2025. Purely additive; no existing rows changed.

Assembled by joining three sources on region identifier:

Column mapping

  • provider-cfe-annual = per-region renewable-electricity coverage % (varies 0–100% by region). 138/139 rows.
  • power-usage-effectiveness = CY2023 per-region PUE (2023 rows only — Oracle hasn't disclosed newer per-region PUE; 2024/2025 PUE left blank).
  • em-zone-id on all 139 rows; grid carbon intensity on 133/139 (2023 Electricity Maps value, carried forward, same convention as the AWS/Azure rows in Add 2025 cloud region metadata (AWS, Google, Azure) and project 2026 #162).
  • provider-carbon-intensity-market-annual left blank — Oracle's 100% is a market-based match (nets across grids), so only per-region physical data is populated.

Gov / DoD regions

The 7 US/UK gov/DoD regions carry RE%/PUE from Oracle's disclosures and inherit the grid zone + carbon intensity of the co-located commercial region in the same metro (e.g. us-gov-ashburn-1us-ashburn-1).

Caveats

  • ⚠️ Timescale: Oracle's fiscal year runs Jun 1 – May 31, so FY2025 = Jun 2024 – May 2025 and ends mid-2025. We map FY24→2024 / FY25→2025 for one column per year, but a fiscal "2025" figure covers ~H2-2024 + H1-2025 — not the same window as an AWS/Google calendar-2025 figure. The PUE, by contrast, is from Oracle's calendar-year CY2023 report, so this provider mixes fiscal (RE%) and calendar (PUE) bases.
  • Oracle's RE% is a market-based renewable match (excludes the nuclear nuance in Google's CFE definition), placed in provider-cfe-annual as the closest per-region field.
  • Oracle's tCO₂e/$USD emissions-intensity metric has no schema home — not imported.
  • Not included: the Canberra dedicated region (no RE%/PUE disclosed) and the Dallas / Salt Lake City regions (no identifier in Oracle's regions list snapshot).

New provider. 139 additive rows for 47 OCI regions (40 commercial + 7 US/UK
gov/DoD); no existing rows changed. Data assembled from:
- Electricity Maps grid mapping (cfe-region, em-zone-id, wt-region-id,
  geolocation, grid carbon intensity) from the project's OCI working data.
  Gov/DoD regions inherit the grid zone + carbon intensity of the co-located
  commercial region in the same metro (e.g. us-gov-ashburn-1 <- us-ashburn-1).
- CY2023 renewable-electricity % and PUE from Oracle's CY2023 report.
- FY2024 / FY2025 renewable-electricity % from the Oracle Clean Cloud OCI
  Data Sheet, Fiscal Year 2025 Results (Dec 2025):

  global/market 100% renewable claim nets across electrically-unconnected grids
  and is not used; only per-region physical data is populated.

Region keys resolved to identifiers via Oracle's official regions list.
Fiscal year (Jun-May) mapped FY24->2024, FY25->2025. Oracle's tCO2e/$USD
emissions-intensity metric has no schema home and is not imported.
