Format Specification: Missing version 2 VDS global heap block in section III.F. Disk Format: Level 1F - Global Heap Block for Virtual Datasets

Describe the bug
Only version 0 VDS global heap block is documented in the format specification.
Need to add version 1 VDS global heap block with per-entry flags field in each mapping.
