libh5zzfp.so installed in ${INSTALLDIR}/plugin instead of ${INSTALLDIR]/lib/plugin

Describe the bug
libh5zzfp.so is installed in ${INSTALLDIR}/plugin instead of ${INSTALLDIR]/lib/plugin

Expected behavior
HDF5 should install all filter plugins in lib/plugin.

• HDF5 version 2.1.1

• Compiler and version
• Build system (e.g. CMake version) and generator (e.g. XCode, Ninja)
• Any configure options you specified
• MPI library and version (parallel HDF5)
