Change parsed_css.css from STRING to JSON

It has been done for pages.summary and requests.payload in the latest edition, but parsed_css.css is still STRING. It is proposed to change for consistency.

Note: it's 1.2 PB currently.

String parsing is in progress, will finish in 1-2 weeks.
You can see the progress in a temp column css_json.

Parsing has finished, and now css column is a JSON.

It's not only easier to work with, but saves 0.5PB of storage and increases query performance ~30%.

Please update the queries accordingly in:

• Sustainability 2025 queries almanac.httparchive.org#4171

P.S. Old STRING data is backed up for a month in css_backup.
