[WIP] Fix workflow failure for news government propositions

• Inspect failing workflow run and collect job logs/artifacts for root cause
• Run baseline repository checks (lint/build/tests) before edits to capture current state
• Update agentic news workflow configuration to support long-running sessions and prevent repo-memory push failures across all workflows
• Update prompt/contract guidance to document where analysis is written, how to recover it, and how to create PRs after interrupted runs
• Re-compile workflows and run targeted workflow architecture tests
• Run final validation (tests + parallel validation) and summarize fixes
