Add required-tables option

Summary

For the data load, and root command, we need a required tables option.

This optional option, should specify which tables the user cares about to load. omop-lite should only then load these.

In addition to this - if synthetic is false, omop-lite should wait for this data to exist before it continues to load. effectively it should pause until these files exist.

Acceptance Criteria

• --required-tables exists
• it will wait for these data to exist if synthetic is false
• Tests pass.
• Documentation added.
