Always load minimal and detailed HUD layouts (#1619)

Always load minimal and detailed HUD layouts when loading a custom SBARDEF.

Fix cycle order.

Fix needing to cycle twice to get past the first layout when the configuration setting isn't in the loaded SBARDEF.
