[regression] Strapline on homepage is unstyled

Describe the bug

The strapline on the homepage (Admin > Settings > System settings > Strapline) appears to be rendered unstyled (see attached screenshots).

This was working before and appears to have changed with 9cfc791.

To Reproduce

Steps to reproduce the behavior:

1. Change the configured strapline to include headings, lists, ...
2. Navigate to the homepage (where the strapline is displayed), observe that it's missing styles.

Expected behavior

The text should be styled (headings should have different sizes and boldness, lists should have bullets/numbers, links should be styled as links).

• Medium/High (the issue itself is not breaking, but it is a regression)

The tags are there and rendered as they should. We only need to add styling.

By default tag receive no styling with the new theme system, styles are applied specifically. WE missed doing that for strapline on homepage.
