Documentation for the BAR sample scripts

Hello, i have docs to share.
They contain descriptions for the sample scripts on https://github.com/IBM/db2-samples/tree/master/BARVendor/ACS_scripts
They were once published on developerworks but got missing in action.

I'm ready to open a PR for this.
