CompatHelper: bump compat for NamedGraphs to 0.11 for package test, (keep existing compat)

This pull request changes the compat entry for the NamedGraphs package from 0.8.2 to 0.8.2, 0.11 for package test.
This keeps the compat entries for earlier versions.

Subsumed by #317, which bumped NamedGraphs compat to 0.11 in test/Project.toml.
