Feature Request for Maintenance Mode

vsphere checks should respect if maintenance mode has been set.

Explanation:

It's possible for VMware Admins to set maintenance mode for Hosts.

2 Points would be interesting to have:

1. Maintenance Mode should be respected in Monitoring Rules. It would be nice to have an adjustable behaviour in the event of maintenance mode being set.

2. Maintainance Mode should be checkable from icingacli to have this info available for dependencies.
