Custom config file location

Allows users to set DATAVERSE_CONFIG_PATH to overide default location for the ~/.dataverse config file.

See #11 for more details

Fixes hash mismatch error

Always downloads file uploaded to Dataverse instead of the post upload processed file sometimes created by Dataverse that has no checksum. See #6 for more.
