docs: enable build documentation by readthedocs service

This PR enable building client docs by Read the Docs. We will be able to see docs in every PR:

Checklist

• CHANGELOG.md updated
• Rebased/mergeable
• A test has been added if appropriate
• Tests pass
• Commit messages are conventional
• Sign CLA (if not already signed)
