ENH: Add IOScanco C0004255.ISQ (107 MB) CID content-link

Publishes the Scanco microCT test fixture `C0004255.ISQ` (107 MB) so it
can be referenced via `DATA{Input/C0004255.ISQ}` from the in-tree
IOScanco remote-module ingest (tracking ITK issue #6160).
