ENH: Add SmoothingRecursiveYvvGaussianFilter 3D benchmark fixture

256x256x64.tif (4.0 MiB) — the volumetric input used by
itkYvvBenchmark3D in the SmoothingRecursiveYvvGaussianFilter module.
The fixture was a raw binary in the upstream remote module
(InsightSoftwareConsortium/SmoothingRecursiveYvvGaussianFilter); ITK's
in-tree rules forbid raw binaries in test/ trees, so it is published
here as a CID blob so the in-tree ingest can reference it via
DATA{Input/256x256x64.tif} with a .cid content link.
