IG-Inception Layers v0.2.2

This is the latest release of the Inception Layers for the annotation of documents using the Institutional Grammar syntax, following the IG 2.0 specification, with a specific focus on the IG Core components for regulative and constitutive statements, alongside context specifications and further annotation taxonomies. It further contains facilities to annotate policy references, collections, complex data structures, as well as providing a layer to allow the flagging of annotations for inter-coder discussions. Specific changes in this release include a minor feature extensions for constitutive statement coding and resolution of conflicting keybindings. See contained Readme and Coding Guidelines for details.
