Replace the gcp-endorsement-setup.sh script with functions within build.rs

This script was mostly created as a speedy way to download some needed collateral to support the GCP host verification feature, but this is a brittle solution. A more sustainable solution would be to implement the script's functionality directly within build.rs, replacing the script.
