Describe the bug

After the MySQL migration, the flags table could not be created.

To Reproduce

1. Edit the storage.yml file
2. Set # Should SQLite be used? to false
3. Set your MySQL Config
4. Restart

Expected behaviour

Everything is generated normally and no errors occur.
