Updated torch default version to 2.9.0 in image_build.sh on branch feat/update-torch-2.9.

Note: The .github/workflows/docker-inner.yml file also needs updating (default torch version 2.8.0 → 2.9.0 and SCHEDULE_TAG pt28_latest → pt29_latest), but the current token lacks workflows permission to push workflow file changes. This change will need to be pushed manually.
