you should be able to just do --enable-dev-tools for any app that runs on localhost.
And you need to give instructions on how to get the extension to work in your browser.

Tested out, installed repo with Ivy-dev-tools, ran it. Installed extension in Google chrome. It works fine
Note: one-liner set up command for windows wasn't tested since I have mac os system.
