종료된 투표마다 매 분 반복 조회·이벤트 발행되던 문제를 해결한다. vote.ended_processed_at 마커로 스케줄러가 투표당 한 번만 VoteEndedEvent를 발행하고, notification 테이블 유니크 제약으로 동시 처리 시 중복 알림을 방지한다.
H2 CI Flyway 호환을 위해 partial index, DELETE USING, partial unique index를 표준 CREATE INDEX, 서브쿼리 DELETE, UNIQUE 제약으로 교체한다.
스케줄러 ended_processed_at 마커로 중복 트리거가 방지되므로 notification DELETE/UNIQUE 제약은 불필요하다.
