채팅 화면에서 다른 유저 프로필 바텀시트 조회를 위한 API와 명세를 추가한다. 참여투표 총 개수와 최신 활동순 상위 3개 카드를 반환하며, 투표 상태/타입 및 조회자 참여 여부를 포함해 FE 랜딩 분기를 지원한다.
프로필 바텀시트 API에서 voteType 제거 후 참조가 없어진 enum을 삭제한다.
