v1.8.16.0: Docs - add Anwender-Kurzanleitung (end-user guide) for Show-sqmBackupExcludeForm

New standalone document for end users of the exclude-list GUI (not admins):
opening the tool, grid columns explained, excluding/including a database,
bulk "Alle aktiv/inaktiv" with a caution box, the exclusion-length warning
indicator added in 1.8.14.0, orphaned entries, and a few important notes.

Screenshot placeholder (dashed box) left in the "Die Oberflaeche" section
for manual completion.
