taskbar not showing on fullscreen windowed & start menu disappears when exiting from some fullscreen exclusive programms

on fullscreen windowed the taskbar will not show up when you press the windows key and on certain programms like osu! when pressing windows key while on fullscreen exclusive will cause the start menu to close itself
