Example should read in a list of algorithms from a yaml file

Should include an example program that reads in a list of algorithms from a yaml file, inputs a hipo file, and outputs a hipo file that has the algorithms run on the hipo file. This should be compatible with filtering algorithms (cross ref issue #323 )
