LGTM. I don't know how this Github's TEMPLATE stuff works, but if Jam is using it it should be fine. Not critical anyway.
I'll wait a bit to see if others have suggestions about this PR, then I'll merge it myself if it's still open.
p.s. I think this PR should be just one commit.

Adds bug report and feature requests templates, basically copied from the Jam repository.
Noticing more and more bots in the comments. If it helps a single person not engaging with these individuals, it was already worth it.
