  vehicles, warehouse robots, delivery automation, service kiosks) as
  explicit CAET enforcement priorities; add Part V with the Autonomous
  Deployment Surcharge (ADS) — a per-unit annual excise on commercial
  AV and robot deployments funding the American Worker Transition Trust
  Fund (Bridge Income, Retraining Grants, Retirement Bridge for 55+)

- Ch 19 Transportation: Add Reform XI — National Infrastructure
  Reclamation and Modernization (AIRMA): $3T over 10 years across
  public broadband ($150B), water/lead pipe ($250B), grid hardening
  ($800B), infrastructure buy-back fund ($300B), port security ($100B),
  and Critical Infrastructure Cyber Defense Corps ($50B); 39M union
  job-years; Infrastructure Reclamation Executive Order Day One action
