Prepare common data model 0.4

The PR is related to the following issues JuliaGeo/CommonDataModel.jl#32

Content:

• Bump CommonDataModel to 0.4 (Not merged yet).
• Replace getindex and setindex with DiskArray readblock! and writeblock!

The PR have been tested offline by

• Clone Make AbstractVariable a subtype of AbstractDiskArray CommonDataModel.jl#35 and Prepare common data model 0.4 NCDatasets.jl#279
• Use Pkg dev to add the local repo as dependency in the test Project.toml
• Run tests.
• All tests pass on my MacOS, Julia 1.11
