Drop the .Julia suffix; the package name now matches the repository / app naming pattern more directly. Mass-rename across Project.toml, every source + test + generated file + bin shim + docs + workflows. `src/ProtocGenJulia.jl` becomes `src/ProtocGen.jl`. UUID unchanged; gen/google/* + examples/out/* regenerated; Manifest regenerated by Pkg.instantiate. 1784/1784 tests + Aqua + conformance runner pass.
