Switch FTP to SFTP

Ideally, the package would use FTP rather than SFTP. Unfortunately, I haven't been able to get SFTP to work in Python. Arthur was unsucessful. See his [using_ftp branch](https://github.com/KarrLab/karr_lab_build_utils/tree/using_sftp).
