Switch discussion monitoring from Models to Copilot News and Announcements category

Updates the GitHub Action to monitor copilot-news-and-announcements instead of models discussion category for bug report detection.

Changes

• scripts/fetch-discussions.js: Updated target URL to https://github.com/orgs/community/discussions/categories/copilot-news-and-announcements
• README.md: Updated category references and documentation links
• .github/workflows/ai-bug-detection-in-community-discussions.yml: Updated AI prompts and issue templates to reference correct category

All existing functionality preserved—daily scheduling, GPT-4o classification, and automatic issue creation remain unchanged.
