Feat: add Local Sync

Add Notes Syncing functionality my the leveraging local netowork

• it has to be seamless for the user
• there's need to be a way to handle merge conflicts effectively for the user

• give the user, a simple graph ui where he can connect workspace from one device to workspace of another device and the app will start respecting that sync configuration
