Update the default samples version to be downloaded with kh-download-datasets

#### Description
The `kh-download-datasets` tool still downloads the 10.2.4 samples version by default. 
With that version `kh-samples` fails.

#### Questions / Ideas
- update the default version to 11.0.0 in the `dev` branch.
