Batbot pulse annotations

• Adds a configuration flag to the configuration model for creation of pulse annotations
• This will then create pulse annotations when processing data and importing it in from the batbot curve by extracting the min/max frequency and times. This creates an annotation with no species label
• Updates some UI to handle selection of pulses and properly centering the camera for both compressed and uncompressed views
• Adds some significant digits truncation to pulse width and times.

TODO:

• Update the millsecond accuracy to allow floats instead of just integers for zoomed in and short pulses
