ENH: Convert ExternalData .md5/.sha512 tags to .cid (IPFS content IDs)
Migrate ExternalData tag files to CIDv1-raw form. The CID blobs are added to ITKTestingData gh-pages in InsightSoftwareConsortium/ITKTestingData#41.
