Migrate 35 ExternalData tag files to CIDv1-raw form. The CID blobs (7 new) are added to ITKTestingData gh-pages in InsightSoftwareConsortium/ITKTestingData#40.

Migrate the 35 ExternalData tag files in
test/to CIDv1-raw form. Companion CID blobs (7 new) added to ITKTestingData gh-pages in InsightSoftwareConsortium/ITKTestingData#40 — merge that first, then this.
