unknown publisher

Using Default UAC, i get the "do you want to allow this app from an unknown publisher to make changes to this device" on windows 11. I also get the same yellow banner on windows XP.
Does this application need to be digitally signed as verified?

I believe you have go get a Code Signing Certificate that also supports Microsoft Smart Screen. Basically software authors have to pay to be on Microsoft's proprietary list of 'trusted applications'. So I wouldn't expect Kurtis to do that for a free and open-source utility like Simple-IP-Config.
