Drop session-handoff docs before merging to main

Removing four .md files that were created as transient continuation
notes for Claude Code chat sessions. The work they describe is
shipped, the load-bearing decisions are captured in DEVLOG + ADR-013
through ADR-019, and the docs themselves are now inaccurate or
redundant:

- docs/PUNCHLIST.md
  Self-describes as "durable hand-off for resuming work after a chat
  session compacts or ends." No active item.
- docs/LATENCY-TEST-PLAN.md
  Self-describes as "self-contained hand-off for a parallel chat
  session." Latency runner has shipped under tests/quality/.
- docs/NEXT-STEPS-FRONTEND.md
  Self-describes as "BOTH ITEMS SHIPPED. This doc is kept as a
  historical record." The decisions are in ADR-012 + ADR-016.
- docs/next-fastapi-transition.md
  Records the completed Streamlit → Next.js + FastAPI migration.
  Final shape lives in docs/architecture.md and ADR-012.

Also removed an untracked stray:
- frontend/public/demo_resume.docx — demo assets live under
  static/demo_resume/ (already populated with 7 samples and wired
  through the demo flow). The frontend/public/ copy was a
  duplicate from a one-off test that never got cleaned up.
