ci: Add CodeRabbit AI code review configuration (#86)

Configure CodeRabbit for automated AI code review:
- Language: German (de-DE)
- Auto-review on PRs to main (excluding drafts)
- Path-specific review instructions:
  - docs/anchors/: Semantic anchor quality criteria check
  - website/src/: Security and style guidance
  - .github/workflows/: CI security best practices
