To trigger the bug, you need to have many apps displayed (Using Grid show mode) (so you can't see the first app in the list when you're on the last app).
I think the bug appears when loading new content or when moving quickly.
I'm not entirely sure when the error occurs...
In fact, the move icon has even duplicated and triplicated on me. For example, if I'm moving the "Smartube" app, when I quickly move it to where I want to place it, another app appears stuck in "Move."
And if I press OK (to release the app stuck due to the bug), it exits "Move" mode, I scroll, and I can see the Smartube icon still in the other location (with the scroll arrows showing).
When I go back to Smartube, it enters "Move" mode.
As a temporary workaround until the bug is fixed, you can move the apps slowly. If you move them quickly, the launcher behaves erratically.
I think something similar happened to me a while ago with a section in queue mode (with many apps too), but I didn't think much of it...
