Plugin doesn't work with new Rocket permissions file.

According to documentation the plugin expects to be added to the Commands section of the rocket permissions file. But that section doesn't exist. It's a Permissions section now (see https://github.com/RocketMod/Rocket/wiki/Permissions). I've added the tpa, tpa.accept, and tpa.deny to that section instead but players still can't use tpa. Only the admins can use it. But that's redundant because we have /tp, /teleport.

To further clarify. The permissions are working correctly in Rocket because typing /p shows the tpa commands available. But when attempting to use them it gives an error saying we don't have permission to execute them.
