Local dev parity, monorepo gates, and QA automation were missing from instantiated-app commands; this adds handoff checks derived from real friction. Co-authored-by: Cursor <cursoragent@cursor.com>
Resolve conflicts with merged PRs #16/#17 (COPY + LAND postmortems). Preserve H3M8-specific content: Local Dev Verification gate, data provenance in design_decisions, capture Environment field, monorepo checklist section, and Wallet Watcher feedback entry.
