Set up CI pipeline

This repo needs a proper CI pipeline set up using the lind-wasm release image as the base instead of the dev image.

Tasks

• Set up daily scheduled trigger in GCP Cloud Build
• Set up push trigger for every new commit

I'd like to confirm my understanding of the workflow

My current plan for the GHA pipeline is:

• Trigger: on PR or push to main branch
• Base image: securesystemslab/lind-wasm (release image)
• Steps: make all (build) → make test (test)

Should this be handled by the GHA pipeline? I'm confused about whether this should run on GHA or GCP.
