Prepare rc1 open-source release package for QuecPython OpenClaw runtime

Summary

This PR prepares the first public release candidate package for lcc-claw-node-qpy.

Included in this PR

• complete ws_native runtime alignment for official OpenClaw Gateway
• optional remote_signer_http path for device identity signing
• 7 built-in read-only diagnostic tools
• proactive event channel docs and runtime support
• Chinese README / QuickStart / design docs for public repository use
• GitHub release kit, v1.0.0-rc1 release notes, and release metadata config
• sanitize rules and signer state storage hardening
• mock gateway smoke improvements and release screenshots

Validation

• python3 tools/sanitize_check.py --root . passed
• python3 tests/mock_gateway/tcp_reachability_smoke.py passed
• node --check tools/remote_signer_http.mjs passed
• official Gateway validation completed for qpy.runtime.status and qpy.tools.catalog

Release Positioning

• recommended first public tag: v1.0.0-rc1
• stable v1.0.0 should wait for the separate 72h soak validation task

Release Assets

• v1.0.0-rc1 draft prerelease now includes runtime zip, examples zip, docs zip, and SHA256SUMS.txt
• asset packaging workflow added via scripts/build_release_assets.sh and docs/release-assets.md
